Biography[]

Razaq became the Minister of Commerce in 1996 of the Islamic Emirate of Afghanistan, without ever having been a member of the Taliban; he was conscripted into Afghan civil service by Pakistan. He took advantage of President Hamid Karzai's amnesty granted in 2001 to leave captivity, but his son attempted to kill Hamid in 2002 (his son was shot dead), and on 1 April 2003 he was captured in the mountains of Kandahar by the Afghan National Army (ANA).
